USA TODAY article recommends flying to Seville (SVQ) and then train, bus or car to Cádiz (90 minutes):

There is an airport in Jerez de la Frontera (XRY). Many flights connect through Madrid. There are some nonstop flights from European cities. The train from Jerez airport to Cádiz is 33 minutes.



Dr. Blanca Rodriguez Ruiz

An Associate Professor of Constitutional Law at the University of Seville, she has a PhD in Law from the European University Institute (Florence, Italy), was a von-Humbold scholar at the J.W.G. Universität Frankfurt am Main and a visiting scholar at the Yale Law and the L.S.E. Gender Institute. Her research, published both in Spanish and English, approach questions related to fundamental rights, democratic citizenship and the theoretical construction of the state from a feminist perspective.

Cádiz is an ancient port city in the Andalucia region of southwestern Spain. The home of the Spanish Navy, the port boomed in the 16th-century as a base for exploration and trade. It has more than 100 watchtowers, including the iconic Torre Tavira, which was traditionally used for spotting ships. On the waterfront is the domed, 18th-century Cádiz Cathedral, featuring baroque and neoclassical elements.
